Obama’s Visit to India by Alam Rind

It will focus on concluding sale agreements of military hardware to India that in fact will support US defense industry and will be helpful in pulling USA out of recession. For similar reasons, a number of developed countries have recently concluded agreements for sale of military equipment and to setup nuclear power stations in India. These countries have been attracted towards India due to her economic development. On the other hand Indian desire to develop her military capability to the level that none of her neighbor should be able to contest her and she could exercise her will in the region. Hegemonic aspirations of India when supported by military muscles will create an imbalance. Her military capacity would be of no use if she could not coerce Pakistan into submission and convert smaller neighbors like Bangladesh, Burma, Sri Lanka, Nepal etc into satellite states and market for her goods. India’s inclination to enforce “win-loose” situation on her neighbors is evident from her dealing with Nepal, Bangladesh, Sri Lanka, and resolution of disputes with Pakistan. Militarily strengthening of India to develop her as a counter weight to China is a lean pretext. As in foreseeable future such a proposition is least likely to materialize. Moreover anyone having insight into Indian psyche would agree with the comment of Kenneth G. Lieberthal of the University of Michigan and an ex senior director for Asia in Clinton administration that, “It would be a mistake to think that India is going to act on the behalf of anyone but India.”
US administration should be very careful that the President Obama’s visit to India should not steer uncertainties in the region. Indians are in habit of inciting visiting dignitaries into making unseasonable statements as Prime Minister Cameron to appease his host, maligned Pakistan of exporting terrorism over looking huge contributions made by the people of Pakistan in combating this menace. Reportedly Indians are planning visit of US President to the memorial of Mumbai martyrs. That besides shrouding excesses committed specially by Hindutva terrorists against minorities will provide an opportunity where the visiting dignitary will be forced into saying some thing that could be used to defame Pakistan. Such a situation will seriously undermine Pak-US relations. People of Pakistan are already unhappy as President Obama doesn’t plan to visit Pakistan while he will be in the region. They are justified in their thinking as Pakistan is US ally in GWOT and a non NATO ally who has played undisputable role in furthering US interests in the region. It was Pakistan that helped USA in driving Soviets out of Afghanistan in 1980’s. The process left Pakistan infested with extremism. And know, when Americans acknowledge that they can’t succeed in their war against terror in Afghanistan without Pakistan’s help, US President opts to neglect Pakistan. If, on top of all this, a statement maligning Pakistan is made by the US delegation that certainly will hurt Pak-US relations.
Indians nuclear buildup and American support in shape of Civil Nuclear Deal and now buildup of conventional arms will seriously tilt regional balance of power in favor of India. Pakistan devastated by floods and consumed by war on terror has to be concerned. Pakistan is severely pinched by Indian sponsorship of terrorist activities in side Pakistan from Afghanistan. During London conference global leaders endorsed Pakistani view point and pressure was exerted on India to windup her consulates and refrain from terrorist activities aimed at destabilizing Pakistan. Besides direct terrorist attacks Hindutva activists are busy targeting Muslims and maligning Pakistan of sponsoring terrorism as now it is proved that attack on Ajmer Sharif, Mecca Masjid Hyderabad and train bombing were engineered by their activists. Such a possibility for Mumbai terrorist attack can not be ruled out. While India is showing lack of respect for human rights in Kashmir and is busy committing excesses on minorities including Christians and is all out to pursue her agenda ignoring international norms, trusting her with a huge stockpile of weapons won’t be a good option. Economic constraints are understandable but building of such relations should be linked to regional stability. Pakistan can only feel comfortable if Kashmir dispute is amicably resolved. President Obama’s visit to India can help bridging the gap between the two neighbors. The opportunity should not fall prey to the hawkish elements those who want to fuel tension in the region. That will not be in the long term American interests in region.
